故事以旧时牛车水为背景，作者用细腻的手绘水彩画和清新的文字讲述一个温馨的故事：男童小威在小熊生日当天要给它一个惊喜，找人为它缝制一件新衣，没想到过程一波三折，小熊已等得不耐烦……幸而最后皆大欢喜。 小威在找人为小熊做新衣的过程中遇到不同行业的人物给予他协助。这些人物有着作者童年（1960 年代新加坡独立初期）做“小跑腿”所接触的牛车水人的影子。当年的行业虽多不复存在或已改变，但那份浓浓的人情味至今仍闪烁于作者心中。
